The Budget Entry form contains two sections. The left visible side is where budgets get entered into. There is also a section on the right called Source Values. This can be activated in the Customize form. It can be used for displaying last years actual's for example. Once displayed on the right its then possible to copy fromt eh source Values are to the Budget Entry Area.  
 
You can copy values by selecting the values that you want to copy across and then click the Copy button. Values can be selected in either the Budget Entry area or the Source Values area. If you want to select all the cells then click the Select All button
